Residency by Investment by Country: Golden Visas in 37 Family Office Hubs

Twenty-two of the 37 places we track offer residence to investors directly: the UAE's 10-year Golden Visa from AED 2 million in property or investments (the same rule for DIFC, ADGM and DMCC), Hong Kong's New CIES from HK$30 million, the US EB-5 from USD 800,000 and the Gold Card from a USD 1 million gift, Greece's golden visa from EUR 400,000 or EUR 800,000 in property depending on the area (EUR 250,000 for conversions and listed buildings), Portugal's Golden Visa from EUR 500,000 in qualifying funds or a company with five jobs (its property routes ended in 2023), Italy's Investor Visa from EUR 250,000 in an innovative start-up to EUR 2 million in government bonds, France's talent investor permit from EUR 300,000 with jobs, Turkey's citizenship from USD 400,000 in property and a residence permit for a USD 200,000 home, Mauritius from USD 375,000 in property, Qatar from QAR 730,000 in property, Bahrain's Golden Residency from BHD 130,000 in property (the government portal still says BHD 200,000), Cyprus's permanent residence from EUR 300,000 plus a yearly income, Malta's permanent residence programme, South Africa's business visa from ZAR 5 million, Canada's Québec Investor Program (CAD 2 million net worth, a CAD 1 million five-year investment and a CAD 200,000 contribution, with spoken French), Malaysia, where a family office under the Forest City scheme gets at least three 10-year passes for family members or staff, Saudi Arabia's Premium Residency (its thresholds are reported by advisers; the official pages could not be opened), the Cayman Islands' 25-year certificate for persons of independent means (CI$1 million invested on Grand Cayman, at least CI$500,000 of it in developed real estate, plus CI$120,000 a year of income or a CI$400,000 deposit; permanent residence from CI$2 million in developed real estate), the Bahamas' economic permanent residence from $1.0 million in property or Central Bank bonds held for at least 10 years, and Bermuda's Economic Investment Residential Certificate from BMD 2.5 million. Singapore's family office route to permanent residence needs SGD 200 million under management, and Jersey's High Value Residency a minimum tax of GBP 250,000 a year. Monaco, Switzerland, Liechtenstein, Spain and Ireland have no investor programme but admit people with means on conditions: Spain closed its golden visa on 3 April 2025 and offers a non-lucrative permit from 400% of the IPREM a month (about EUR 2,400 for the applicant in 2026, our calculation), and Ireland closed its investor programme in February 2023 and asks people of independent means for EUR 50,000 a year of income. Luxembourg's investor permit (from EUR 500,000) is being repealed. The UK closed its investor visa in 2022 and Australia in July 2024; Germany, Guernsey and Japan have none either: Germany and Japan offer founders a self-employment or Business Manager route (Japan's from JPY 30 million in capital since October 2025), and Guernsey's Open Market homes are open to anyone whose immigration status allows. The British Virgin Islands has no investor programme: its Premier said in March 2026 that one was still being discussed, with no final decision, as reported by IMI Daily and BVI News. For India's GIFT City we found no route.

What to take from the table

  • Check who the permit covers. UAE Golden Visa holders can sponsor spouses, children of any age and parents, and Bahrain's Golden Residency lets a spouse, children and parents enrol; Hong Kong's New CIES covers a spouse or civil partner and unmarried dependent children under 18, Cyprus's permit a spouse and children under 18, and Singapore's Global Investor Programme a spouse and unmarried children under 21; Portugal's Golden Visa covers a spouse, children under 18, dependent student children up to 25 and dependent parents; Turkey's citizenship can extend to the spouse and minor or dependent children who apply together; Italy's Investor Visa allows family reunification for a spouse and minor children, and Malaysia's MM2H zone category covers a spouse, children under 21 and parents; Bermuda's certificate covers a spouse and children aged 18 or under, or up to 25 in higher education; the US Gold Card adds a spouse or unmarried child under 21 for USD 15,000 and a USD 1 million gift each. Nationality matters too: Italy's embassy in Pretoria says its Investor Visa is suspended for Russian and Belarusian citizens, including dual nationals.
  • Residence is not always permanent. The UAE Golden Visa runs for 10 years; Hong Kong grants up to 24 months, then extensions of up to three years, and the right of abode can be requested after seven years; Greece's golden visa lasts five years and is renewed while the property is kept; Italy's Investor Visa gives a 2-year permit renewable for 3 years, and EU long-term residence can be requested after five years; France's investor permit lasts up to four years, with a 10-year card possible after five years; Malaysia's family office passes run 10 years, renewable for 10; the Cayman Islands' residency certificate for persons of independent means lasts 25 years, and Bermuda's certificate lets the holder live there indefinitely but, according to Appleby, gives no route to permanent residence. Singapore's programme, the US EB-5, Malta's programme and Cyprus's permit give permanent residence, the Bahamas' economic permanent residence lasts for life unless revoked, and for the US Gold Card it depends on visa availability. Qatar's QAR 3.65 million property permit gives benefits similar to permanent residency, Turkey's route gives citizenship itself, and Monaco describes no permanent status.
  • Property counts in some places only. UAE property from AED 2 million (a bank loan is allowed), Mauritius from USD 375,000, Qatar from QAR 730,000, Bahrain from BHD 130,000 (the portal still says BHD 200,000), Cyprus from EUR 300,000 and Turkey from USD 400,000 for citizenship (USD 200,000 for a residence permit) qualify; Greece asks for one home of at least 120 sq m, EUR 800,000 in Attica, Thessaloniki, Mykonos, Santorini and islands of more than 3,100 inhabitants and EUR 400,000 elsewhere; Malaysia's MM2H zone category needs a home bought from a developer plus a deposit of USD 65,000 (USD 32,000 from age 50); Malta asks for a home bought from EUR 375,000 or rented from EUR 14,000 a year on top of a contribution; Hong Kong counts real estate up to HK$15 million of the HK$30 million; the Cayman Islands asks for at least CI$500,000 of its CI$1 million in developed real estate on Grand Cayman (CI$2 million in developed real estate for permanent residence), the Bahamas counts real estate or Central Bank bonds and Bermuda counts Bermuda real estate among its qualifying investments; Portugal's Golden Visa no longer counts any real estate, and Luxembourg's permit does not count it either.
  • Some routes work through tax, not a visa. Jersey's High Value Residency needs a minimum tax of GBP 250,000 a year; in Switzerland a canton can admit people who will not work if there is a significant fiscal interest, and Zurich's directive in force from 9 October 2026 expects about CHF 1 million in tax a year. Guernsey has no investor visa, but a new resident who pays at least GBP 50,000 of document duty on an Open Market home can cap income tax at GBP 60,000 a year for the year of arrival and the next three years. Greece and Italy tax new residents' foreign income at a flat amount: EUR 100,000 a year in Greece, with an investment of EUR 500,000, and EUR 300,000 a year in Italy for people who move from 2026.
  • The rules move. Spain closed its golden visa on 3 April 2025 and Australia its investor visas in July 2024; Canada paused its Start-up Visa on 30 June 2026; Japan raised the Business Manager capital to JPY 30 million on 16 October 2025; Portugal lengthened the path to citizenship to 10 years of legal residence (7 for EU and Portuguese-speaking nationals) from 19 May 2026; the US EB-5 amounts rise automatically on 1 January 2027; the Mauritius EDB said on 31 July 2026 that the Investor Occupation Permit needs at least USD 100,000; Bahrain announced a lower property minimum in November 2025; Luxembourg's repeal passed the Chamber of Deputies on 14 October 2026; the Cayman Islands raised their certificate fees from 1 May 2026 (CI$50,000 for the 25-year certificate and CI$200,000 for permanent residence), and the Bahamas raised its economic permanent residence minimum to $1.0 million from BSD 750,000, as reported by law firms.

"Residence" in each row is a one-line summary; each guide gives the full rule with numbered sources. Reported means a law firm or another reliable source, not an official one.
